Town Manager Savannah Parrish said residents and commissioners voiced many concerns about the proposed ordinance.
Parrish explained the ban aims to control bears, reduce encounters, and address public safety concerns.
The North Carolina Wildlife Resources Commission recommended the ban, which would last at least one year before review.
Commissioner Mason Blake said bear problems worsen every summer and require immediate attention.
Residents reported at least four bear break-ins to homes this past summer.
Commissioner Jane Alexander supports a one-year ban and suggests starting April 1 to allow preparation and public notification.
Commissioner Tom Widmer favors a trial period and wants more review before taking action.
Widmer admitted he dislikes giving up bird feeding but prioritizes public safety.
Mayor Tim Helms said the town must clarify who will enforce the ban.
Parrish said the proposal will likely return to the agenda in January.
Updates on Local Projects
Jean Norris updated the board on the Flat Creek Crossing project, which began with a groundbreaking in September 2024.
Tropical Storm Helene struck Western North Carolina less than a month later, impacting the region.
Norris said construction can now start, creating an accessible trail in Montreat.
The project still requires approximately $55,000 to complete all physical structures.
The board approved creating a Stone Bridge Committee to advise on bridge aesthetics and restore historical conditions.
Commissioner Blake explained the committee will have seven members with up to two alternates and will not focus on fundraising.
Commissioners also approved a memorandum of understanding allowing the state to remove Flat Creek debris, a slower but more cost-effective solution.

Buncombe County Tax Assessor Eric Cregger presented the upcoming 2026 countywide property reappraisal process.
The board continues discussing measures to balance public safety, infrastructure projects, and long-term town planning.
